| ISA plus section name and sub-rule | International Surfing Association, Rulebook and Contest Administration Manual, version of 30 July 2026. The text copy runs sections together, so tags name the section and give the sub-rule where it is clear. Read for this set: the Tabulator's and Beach Marshal's duties; Heat Interruption and Suspension; Timing & Wavecounts; the caddy and outside assistance rules; Contest Singlet/Vest; Leash / Legrope Policy; Mechanical / Electronic Communication Devices; PWC Guidelines (in part); Judging (introduction, Judging Criteria, Interference Rules and Priority in full); Resurfing Heats |
| R | "Why the rule exists", or a point reasoned from the rule, not stated in it |

Whose rules these are. The ISA governs Olympic surfing and its own World Surfing Games. The professional Championship Tour is run by the World Surf League under a separate rule book, which is not covered. The two share the ideas of priority, interference and a best-two-waves total. They differ in detail.
Shortboard first. The pages describe shortboard surfing, the Olympic discipline. Longboard, stand-up paddle, tandem and aerial judging are mentioned only where the criteria differ. The proof script flags the word "Innovative" in the quoted name of a judging element, which is the rulebook's own wording and is kept.
Not covered: the Olympic competition format (heat sizes, rounds, repechage); the ISA event formats, seeding and team points; the Aloha Cup relay beyond a mention; equipment specifications for longboards and stand-up paddle boards; the personal watercraft rules in detail; the scale of fines and the disciplinary rules; protests and the jury of appeal; the stand-up paddle racing rules.
