Is there video review in judo?
A · Advanced · The contest · 1 of 4One referee stands on the mat and runs the contest. Supervising officials at a table watch the same action on a video replay system, the CARE system, and are linked to the referee by radio. They must step in when a decision is wrong. A coach cannot challenge during a contest.
How it works
- The referee conducts the contest and gives the scores and penalties. The referee is of a different nationality from both athletes.
- The supervisors, the IJF Head Referee Directors and Referee Supervisors, are responsible for all rules and decisions during the contest.
- They "must intervene" whenever an evaluation or procedure by the referee is not in line with the rules. If they do not agree with each other, no intervention is made.
- Always reviewed: any decision that ends a contest, in regular time or golden score, and counter-throw situations.
- The referee must consult the supervisors before giving hansoku-make.
- Decisions taken by the referee and agreed by the supervisors "shall be final and without appeal".
- The coach has no challenge. A coach may apply in writing to watch one disputed action afterwards, in the break between sessions or after the final block.
- Technical officials at the table run the clock and the scoreboard.
Tricky cases
Can a coach stop the contest to ask for a review?
No. Only the referee and the supervising officials use the replay. A coach can ask to see an action after the session.
Can a result be appealed after the contest?
No. Decisions agreed by the referee and the supervisors are final and without appeal.
What happens at events with no video system?
Two side judges may be used with the referee, and the majority of the three decides.
Why the rule exists
A throw is over in a second and one referee sees it from one side. The replay gives a second look before a result is announced, while keeping a single voice on the mat.
